Is a city scooter enough for a hilly commute?

Usually not. A 250–350 W motor will climb a gentle rise but loses speed badly on a real gradient and drains the battery doing it. For a route with hills, or for a rider above about 85 kg, look at 500–800 W models instead. The symptom to watch for is not slow climbing but heat: an overloaded motor and controller cut power to protect themselves, usually at the least convenient moment.
